Understand the requirement
FMCS provides a BIS licensing route for eligible products manufactured outside India. The licence relates to products made at an identified manufacturing premises and their applicable Indian Standards. Notified electronics and IT products may instead fall under CRS, so the correct scheme should be established before work begins.
A cross-border project can involve several owners of the same information: the factory, brand, importer and Indian representative. We help build one agreed document set, clarify who supplies each record and coordinate open questions. This reduces avoidable inconsistencies between the product being tested, the factory being assessed and the application being submitted.

Frequently asked questions
Can the importer simply obtain a licence instead of the factory?
FMCS is a manufacturer-focused scheme. The factory and product scope must be correctly identified; an importer may have a separate coordination or representative role.
Is an Indian representative required?
BIS requires nomination of an eligible Authorised Indian Representative under FMCS. The proposed arrangement should be checked against BIS conditions.
Will an overseas test report automatically be accepted?
Do not assume so. Existing evidence must be reviewed against the applicable BIS standard and assessment procedure.
Important to know
Rombo is not BIS and does not grant FMCS licences. Representative eligibility, factory assessment and final acceptance are governed by the applicable BIS requirements.
